On Monday 24th March, partners and members of the CEEC participated in the session "The process of setting up a municipal collective self-consumption from A to Z," organised by the Municipalist Foundation for Territorial Promotion (FMIT) of the ACM. The event took place at the ACM headquarters (Barcelona) and was dedicated to streamlining the procedures for shared self-consumption files at a time when there are still challenges in its implementation.

A concerning statistic was presented, showing that Catalonia only has 28 MW of shared self-consumption, compared to 726 MW of individual self-consumption, despite 80% of the population living in multi-family buildings. Energy experts, municipal technicians, and sector representatives pointed out that, as a result, it is crucial to promote the collective model in order to overcome bureaucracy.

The Deputy Secretary of the ACM and Director of FMIT, Sergi Penedès, positioned the meeting within the current landscape of collective self-consumption. Taking advantage of this introduction, the speakers shared the roles of the different involved agents. In the case of Ignasi Valgañón, technician at the Agency for Energy of Lleida, he explained the role of municipal technicians. FEGICAT technician Marçal Musté focused on installers. Xavier Massa, Operations Director at KM0 Energy, explained the role of energy community managers, while Jordi Agustí Garcia, Head of Commercial Operations at E-Distribución, focused on distributors. Meanwhile, Anna Domenjó, Technical Commercial Director at Electra Caldense, detailed the role of commercialisers.

Marta Marsó, Technical Manager of OTC-FMIT, moderated the round table where experts in regulation and renewable energy discussed the streamlining of procedures and improvements for more efficient shared self-consumption. Following this, a Q&A session was held, offering different perspectives on the challenges and opportunities presented by self-consumption, from Antoni Campañá, Head of Renewable Energy Unit at ICAEN, and Sabrina Lavado, Director of Regulation at ASEME.

To close the session dedicated to collective self-consumption, Francesc Ribera, Manager of the Catalan Energy Cluster, emphasised the importance of consolidating processes and exchanging knowledge to drive the transition towards a more sustainable and collaborative energy system.

The session was an opportunity to advance the implementation of collective self-consumption in Catalan municipalities and to strengthen the role of local administrations in promoting a fairer and more efficient energy model.
