Yesterday, 19 November, the Parliament of Catalonia approved Decree Law 22/2025, dated 28 October, aimed at enhancing the resilience of the electricity supply in Catalonia. The approval of the Decree provides local administrations with greater access to information regarding network capacity and the status of applications at each substation.

During the approval of the Decree Law, the Minister for Territory, Housing and Ecological Transition, Sílvia Paneque i Sureda, emphasised that “decarbonising our society is a preventive policy to avoid future costs.”

“Progress, putting an end to predatory speculation, and restoring landscapes depend on decarbonisation as a collective national project,” stated Minister Paneque, who also noted that “decarbonisation is the rational response of a society that listens to scientific knowledge and acts responsibly to address a global risk.”

According to the Minister, the approval of the Decree “arises from the need to act urgently and with the utmost seriousness to strengthen our capacity to face the future.” “Decarbonisation is the rational response of a society that listens to scientific knowledge and acts responsibly to address a global risk,” she reiterated.

This new regulatory framework introduces several key measures:

  • Integrating and streamlining batteries and renewable energies

  • Adjusting urban planning regulations

  • Facilitating renewable energy deployment in water infrastructures and extending concessions for pumped-storage hydropower plants

  • Streamlining the electricity transmission and distribution network

  • Increasing transparency regarding access and connection points

  • Improving self-consumption, participation and territorial planning

  • Strengthening local competences

  • Simplifying charging points

The Minister highlighted that this Decree “updates and improves” the current framework “regarding the deployment of batteries and storage systems,” which she described as “essential” to providing “stability” to renewable energy sources.

She also stressed that “we are facilitating the installation of self-generation systems and promoting the creation of energy communities, enabling residents, companies and organisations to generate, share and consume renewable energy collectively—an important step forward in progress.”

The Energy Efficiency Cluster of Catalonia (CEEC), represented by its president, Joaquim Daura, attended the session in which Decree Law 22/2025 was approved.
